This issue is not reproducible in recent releases.Workaround
When connecting to Portal for ArcGIS, using port 7443 to bypass the web adaptor also bypasses Windows authentication. Users can connect and activate the portal connection by using either a built-in account or an Active Directory account. The tools then appear as licensed.
