This behavior is expected. It is explained in the ArcGIS Blog: A New Search Experience for ArcGIS Hub is Here (https://www.esri.com/arcgis-blog/products/arcgis-hub/announcements/the-search-is-over-a-new-search-for-arcgis-hub-is-here/). The blog mentions that pages are included in the Documents category of search results. The Search Results Page is where the search is refined by collections and filters.
