This issue is not reproducible in ArcGIS Hub at this time. If this behavior continues to be observed, please reach out to Esri Support Services with the steps to reproduce for further investigation.Workaround
Utilize Advanced Mapping instead of Start Simple to launch the ArcGIS Online Map Viewer and circumvent the Map Viewer in ArcGIS Hub.
