Additional Information
Duplicate of NIM103964: Starting in 10.4, you can publish a feature service where editor tracking is in database time as long as you specify the time zone when publishing. The feature service will then set editor tracking date fields in the geodatabase using the local time zone when edits are made. Note that the REST API will always uses UTC and the feature service will convert where needed when reading and writing to the back end geodatabase.
Workaround
Use Coordinated Universal Time (UTC) instead of the local database time for editor tracking fields.
