ArcGIS GeoEvent Server fails to restart after adding in a sample-transport, sample adapter with the GeoEvent Server SDK 10.5.

Additional Information

The issue is not related to custom components which have been deployed. The reported issue is not reproducible with the FlightAware connector deployed with an ArcGIS GeoEvent Server 10.8.1 deployment or a release candidate of the upcoming 10.9.1 release.

Workaround

Administrators who have trouble with GeoEvent Server restarting following a machine reboot may need to take additional steps to "park" GeoEvent Server prior to system shutdown. Configured inputs or outputs and GeoEvent Services can be explicitly stopped. The GeoEvent Server service (Windows) can be stopped which allows the GeoEvent Gateway service to be stopped.

The GeoEvent Gateway service's startup must be allowed to complete before GeoEvent Server's service is started. This can be achieved by allowing the Gateway to start 'Automatic' while changing GeoEvent Server to 'Automatic (Delayed)'. ArcGIS Server and ArcGIS Data Store can be allowed to start 'Automatic' in parallel with the GeoEvent Gateway.
