Additional Information

When publishing a new feature service that has its data backed by the Spatiotemporal Big Data Store, service publication occurs in three steps: 1. Obtain a 'Portal Secret Key' from the ArcGIS Enterprise portal's hosting server. 2. Send a createService request to the ArcGIS Enterprise portal via its sharing ArcGIS REST API. 3. Send an addToDefinition request to the hosting server via its admin ArcGIS REST API. These are all administrative actions which require a web adaptor configured for the ArcGIS Enterprise portal's hosting server to allow administrative access to the server's administrative ArcGIS REST API.

Workaround

Enable administrative access on the web adaptor of the hosting server.
