Workaround
1. Transparency can be set in the Portal for ArcGIS client by accessing the setting in the Table of Contents of the web map. However when doing so, the transparency is set for all layers at once. Therefore if users want a specific layer to be transparent, they should publish that as its own WMS service separately and set the transparency on the client.2.
