ArcGIS Field Maps (version 23.1.1) for Android is missing the layer toggle button when adding an offline area.

Additional Information

This behavior is expected to happen when creating offline map areas. By default, the Layers tool is now hidden within the Add Offline Area screen. However, in the event there are errors for any of the layers in the map, the Layers tool displays to allow the errors to be addressed prior to downloading.
