Additional Information

The transformation from 'GCS ITRF 2008 - 8999' to 'NAD 1983 StatePlane New York Central FIPS 3102 Feet - 2261' involves more than 2 step transformation. 2 steps is a current restriction, as-designed, when handling two GCS. Note: NAD83 should be reserved for data on the original NAD83 realization from 1986. Unfortunately, the NAD83 name has been used as a catch-all for data on later realizations or on mixed data where features are actually on one or more re-adjustments of NAD83 like NAD83 (2011) or NAD83 HARN.

Workaround

Handle this workflow by dealing with datum transformation multiple times. For example, publishing a feature service and creating a webmap with basemap at NAD83 (NSRS2007). Then, the location profile setting in ArcGIS Field Maps transforms from ITRF2008 to NAD83 (NSRS2007). After that, bring back data into the database by transforming from NAD83 (NSRS2007) to NAD83 original projection, 'NAD 1983 StatePlane New York Central FIPS 3102 Feet - 2261.
