Workaround
1. Sign into the ArcGIS Online account in Explorer Desktop. This solves the issue for some users.OR 2. If that does not work, manually add the basemaps by clicking Add Content > GIS Services > Add <a href="http://services.arcgisonline.com/arcgis/services" target="_blank">http://services.arcgisonline.com/arcgis/services</a>Steps to Reproduce
