ArcGIS Experience Builder widgets within the Widget Controller widget are moved to the pending list when switching between different screen devices in custom mode.

This is the intended behavior. When the Custom option is selected on medium or small devices, users can directly customize the widgets within the controller. Widgets added from the desktop do not automatically appear on these devices. Instead, they are placed in the pending list, allowing users to add them manually later. Similarly, when a widget is added on a medium or small device, the corresponding widget on the desktop and other devices is also moved to their pending lists.Steps to Reproduce
