Workaround
Modify a file in the client folder (D:\ExB\arcgis-experience-builder-1.16\client\dist\site\widgets\set-portalurl\dist\runtime\widget.js) to search for the files in the subfolder instead of the root.
Search for:
$window.location.host/signininfo
Replace with:
$window.location.host/exbdev/signininfo
