Additional Information
Duplicate of BUG-000164769: This issue is a duplicate of BUG-000164769, that is resolved for ArcGIS Enterprise 11.3.
Workaround
- While attempting an upgrade through Cloud Builder at the Summary page (very last screen), click on Save automation artifacts, provide a file name, select PowershellScripts and cross platform CLI scripts checkboxes and click Generate. It generates an archive (zip file) in the path provided.
- Locate the above file and extract in a folder.
- Find the sub string - "SiteUpgradeVM" and replace it with "UpgradeVM" in the below files of the above folder.
i. Upgrade-ArcGISSite.ps1
ii. add-upgrade-vm.parameters.json
iii. upgrade-portal.parameters.json
iv. -upgrade-server.parameters.json
v. upgrade-datastore-install.parameters.json
- Add the following line in Upgrade-AzureResourceGroup.ps1 after line 175 Invoke-ExecuteTemplate -TemplateName 'postupgrade-portal' -VMNames $PortalMachineNames.
- Run the ./Upgrade-ArcGISSite.ps1.
