Additional Information
This is currently due to a regression caused by Windows Update for June 2022.
Per Microsoft, the fix in the marketplace image (used for FileShare-based deployments) is released with the July 2022 Windows Patch updates.
Workaround
Set up required Azure resources manually, and install ArcGIS Enterprise using component installation files.
