Additional Information
In ArcGIS Enterprise 10.9 the Analysis > Manage Data > Extract Data > Output format CSV, creates a CSV file that is encoded in UTF-8 without Byte Order Mark (BOM). This is problematic for international users who need BOM encoding in order to maintain the special characters in their data.
Workaround
The CSV can be "repaired" in Notepad++ by changing the encoding to UTF-8-BOM.
