ArcGIS does not set the first not-null field it finds as the unique identifier for a database view.

Workaround

1. Launch ArcMap. 2. Navigate to File > Add Data > Add Query Layer.3. Connect to the oracle database. 4. Select the database view table. 5. Run the query "select * from (table_name)".6. Validate.7. Check the 'Show advanced options' check box, and click Next. 8. The unique identifers are already identified.9. Click OK.
