Note that ArcGIS 10.8.2 is the current release of ArcGIS Desktop and will enter Mature Support in March 2024 (https://support.esri.com/en-us/products/arcmap/life-cycle). There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Workaround
For 10.6.1 only: Add file types to filter:
- To the right of Raster Type: CADRG/ERCG (step 3), choose the Raster Type Properties button. At the bottom there is a Filter (the following is by default from 10.7.1):

- Then run Add Rasters to Mosaic Dataset.
For 10.6.1 and 10.7.1: Add the files one at a time:
Instead of selecting all the files in bulk, add them one at a time. This will not crash ArcMap.
Steps to Reproduce
