Workaround
- In addition to Microsoft ODBC Driver 18, users must have an additional version of the Microsoft ODBC driver installed that has been certified for use with the ArcGIS client (for example, Microsoft ODBC Driver 13, Microsoft ODBC Driver 17, etc.).
- Append ";Encrypt=No" to the instance parameter of the database connection.
