Additional Information
This is a known limitation with Portal 10.7.1, when a category selector with a spatial filter action and a map extent filter target the same element(s). As a workaround, remove the map extent filter actions which target the same elements. This issue was fixed with Portal for ArcGIS 10.8.Workaround
