Widgets can be configured against an existing feature layer or web map without including the map element in ArcGIS Dashboards. See the note in this documentation - https://doc.arcgis.com/en/dashboards/10.9.1/get-started/map-element-and-tools.htm.Workaround
Instead of adding a map element and hiding it, only add the other elements that is required and choose the desired map when configuring them.
