Additional Information
This is a known limitation with ArcGIS Dashboards when a user-defined maximum value is specified for the vertical axis. If left as 'automatic' the vertical axis scale adjusts and the data point labels are visible.Workaround
Increase the maximum value for the vertical axis to display the labels. However, if the chart shows percentages, do not include anything higher than 100 on the chart axis.
