Thank you for reaching out with this question. This is a known limitation for Classic reports when building the template through BA Web App. The original template used to report the issue appears to be created in an earlier version of the report builder, available through ArcGIS Pro. Our current development efforts for Business Analyst are focused on infographics. Please consider using infographics to create the template for this goal, rather than Classic reports.
