Workaround
Publishing the feature with domain from ArcGIS Online.
- In ArcGIS Online, go to Content, then New item, and then Create a hosted feature layer (Online).
- Open the item details page, then the Data tab, Fields, and then Add field, and apply the domain values using CSV file.
- Open the feature layer in Map Viewer, click on Edit and create features with domain value on the map.
- When apply filter for attribute in Business Analyst, the issue does not reproduce.
