This is not reproducible when GeoEnrichment is enabled for the 'Power User' custom role. This privilege is required to use the ArcGIS Business Analyst web app. The required privileges for any custom role for the ArcGIS Business Analyst web app are documented here: https://doc.arcgis.com/en/business-analyst/web/permissions.htmWorkaround
- Recreate the custom role, or
- Use a default role.
