ArcGIS API for JavaScript behaves differently when a browser is set to the Spanish language. If 5.11 is specified for the buffer distance, and the browser language is set to Spanish, then the dot is ignored in locales that use commas for decimal places (Spanish, French, Italian). Even after using dojo.number.format, it still returns a 511km buffer instead of 5.11.
