ArcCatalog not releasing schema lock on personal geodatabase. Help documentation on schema lock rules are fragmented.

Workaround

Manually refresh the geodatabase object to release the lock.With ArcCatalog open and the personal geodatabase selected, right-click Refresh. Click on another folder then right-click Refresh. Re-run the script in PythonWin. The script succeeds without the error message.
