ArcCatalog does not respect the security restrictions put in place by Citrix, for example setting the C:\ drive on the server to hidden. ArcCatalog can still access the drives.

Workaround
This should be a non-issue at 10. At 10, by default, ArcCatalog has no connection to the C drive. And the dialog to make a connection to the C drive respects the group policy.Same with the catalog window in map. By default you will get a connection to the default geodatabase in the catalog window, but that’s based on your profile, so it will also be a non-issue if you are using roaming profiles, or if your profile is stored on a share. Also, which connections the user sees is controlled by the ArcCatalog.gx file in each users profile. So, a custom gx file can be distributed.
