This is a URL encoding issue related to the use of an apostrophe (') instead of using hexadecimal encoding %27. Changing the spaces to %20 plus (') to %27 allow this to work.Workaround
Do not use an Arcade expression. Put the entire URL (with the variable in it) in the Link Properties URL box in the Custom Attribute Display as found in this blog: https://www.esri.com/arcgis-blog/products/arcgis-enterprise/uncategorized/using-url-parameters-in-pop-ups/.Steps to Reproduce
