The workflow of creating a filter expression using 'is blank' and 'is not blank' for editor tracking (created_user or last_edited_user fields) is not supported. These filter options have now been hidden for editor tracking fields in ArcGIS Online as of the February 2024 release and will be hidden in ArcGIS Enterprise as of 11.3.Steps to Reproduce
