Applying filters with the 'And' or 'Or' expressions to labels in ArcGIS Online Map Viewer are not honored in ArcGIS Web AppBuilder.

Workaround

1) Create 2 label classes

• Use one filter for each label class. (This works specifically for an 'Or' expression)
• For example,
  • Label Class 1 = "Status" is "Open"
  • Label Class 2 = "Status" is "Dry"

2) Select 3 dots next to the first filter expression to 'Add condition' rather than add another expression.
