There is a known issue in ArcGIS Enterprise releases prior to 11.5 where content categories are assigned incorrectly when assigned through certain workflows, such as from the item details page. There is no indication when a content category is assigned incorrectly, but the items will not be returned when filtering items by the content categories in the Enterprise portal or using the ArcGIS API for Python. The issue where content categories are assigned incorrectly is tracked as part of BUG-000172153 and is resolved at ArcGIS Enterprise 11.5. At these versions, the content categories can be correctly assigned individually or in bulk from the Content page, and filtering for items using the content categories will be successful.Workaround
Assign content categories to items on the Content page in the Enterprise portal. Content categories assigned on the Content page are assigned correctly, and users will be able to filter and use content categories across ArcGIS.Steps to Reproduce
