Additional Information
An extent indicator belongs to a map frame and is not a part of the source map containing the map layers and other map graphics such as labels. The extent indicator resides on the layout page, and the labels in this example, reside in the geographic space on the map. There is no interaction between the two. The drawing of the map, and all the algorithms used to place and render labels, are not affected by what draws on the layout page. This is by design. Features, including labels and graphics, will draw below extent indicator, or any layout page-based graphic. To view features or labels underneath the extent indicator, adjust the symbology of the Extent Indicator such that the fill of the polygon is null or transparent. Workaround
In the Extent Indicator properties, in the Color section, select no color for the polygon fill, and select the desired color in the Outline color section.
