This issue is resolved in the ArcGIS Server 11.3 Map Services Definition Query Patch. This patch is now available on the support site at: https://support.esri.com/en-us/patches-updates/2025/arcgis-server-11-3-map-services-definition-query-patch. This issue is addressed in ArcGIS Pro 3.4 and ArcGIS Enterprise 11.4.Workaround
