Unbound License Files are legacy technology that are no longer used.

Workaround

Clear Trusted Storage prior to applying the second license (only authorize the feature in the second unbound secure license file).1. Close ArcGIS Administrator.2. Open Windows Services and stop Windows Service "FlexNet Licensing"3. Browse to hidden directory "<a href="file:C:/ProgramData/FLEXnet." target="_blank">C:\ProgramData\FLEXnet.</a>"4. Create a new folder "Backup."5. Cut/paste all files with ARCGIS in the filename.6. Start the Windows Service "FlexNet Licensing."7. Open ArcGIS Administrator > confirm "Availability” is zero. Repair message must not be returned and license is not untrusted8. Proceed to authorize the other unbound Secure License file.Note: The expected behavior for applying unbound license file is: -- Previous license is cleared out. -- Only licenses included in unbound secure license file is applied and available for use. -- License becomes trusted.
