Application cards created using HTML in ArcGIS Enterprise Sites 10.7.1 do not work in ArcGIS Enterprise Sites 10.9 or in ArcGIS Hub.

Additional Information
The standard card templates that are included in the Text card functionality function as expected at 10.9.1 and have similar button functionality to the user’s custom code. Also, all of the non-working elements in the code snippet they provided uses ember## ids which we specifically suggest not to use in one of our site customization guides (under the Styling section): https://hub.arcgis.com/pages/site-customization.Steps to Reproduce
