Appending junction data to either a deployed utility network or an asset package without data that is then deployed to a utility network does not create utility network connectivity between certain junctions and lines.

This is as designed. To obtain connectivity between a line and a point, they must be geometrically coincident. This can be accomplished in ArcGIS Pro using endpoint or midspan snapping.

Workaround

Workaround: Move junction manually away from the line and then move back, connectivity will be created.
