There is an unsupported workaround which is not confirmed by application but it could be an applicable workaround:
Change the port for the MochieWeb server to port e.g. 5983 if this is free in the respective system.
To do this, the following files must be changed:
C: \ Program Files \ ArcGIS \ DataStore \ framework \ runtime \ couchdb \ etc \ Default.ini
C: \ arcgis \ arcgisdatastore \ nosqldata \ etc \ default.ini
[http]
port = 5983
After restarting the datastore, the TileCache aka Apache CouchDB should also work.
