This issue is addressed in ArcGIS Pro 3.1 and Enterprise 11.1 and has also been addressed with ArcGIS Server 10.9.1 Utility Network and Data Management Patch 4 is now live on the support site. The URL is:https://support.esri.com/en/download/8089
