The issue was tested and not reproduced in ArcGIS Pro 3.5 or ArcGIS Pro 3.6.

Workaround

The behavior was not reproduced in ArcGIS Pro 3.5 or ArcGIS Pro 3.6. Upgrading ArcGIS Pro resolves the issue.
