Additional Information

ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro. Workaround

Do the workflow in ArcGIS Pro (for example, ArcGIS Pro 3.0.3) instead of ArcMap:

  1. Label the features.
  2. Convert the labels to annotations.
  3. Publish the annotations to a standalone ArcGIS Server.

An offset between service and locally sourced annotations is not observed.
