Note that ArcGIS 10.8.2 is the current release of ArcGIS Desktop and will enter Mature Support in March 2024 (https://support.esri.com/en-us/products/arcmap/life-cycle). There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Workaround

There is no permanent workaround. However, for this sample dataset, the same text symbol alignment setup is used as the output. The Vertical Alignment is set to Top, and the Horizontal Alignment is set to Left. Set the X offset as 10. Please refer the screenshot below.User-added imageAfter applying the above mentioned settings in the annotation feature class, convert it to a CAD file.However, this workaround does not work in every case.
