A newer version of PerfQAAnalyzer is located here, https://www.esri.com/arcgis-blog/products/arcgis-desktop/announcements/perfqanalyzer-new-10-8-10-8-x-version-build-173-available-for-download/. In ArcMap 10.8.1, the annotation feature class takes 63 seconds to draw.
