Bug
An unsupported configuration for the Edit widget's Merge tool appears to work in ArcGIS Web AppBuilder but fails to provide sufficient error messages. This occurs if the Delete property is disabled for feature access and 2 types of errors are experienced and returned.

Workaround
Enable Delete under 'Allowed Operations' for the Feature Access capabilities of the feature service in question per supported workflows. Refer to https://developers.arcgis.com/rest/services-reference/enterprise/apply-edits-feature-service-.htm for more information.
