This is a known issue. No immediate action is planned. The alternative is to find another version of imagery without the artifact. For example, World Imagery (Wayback), refer to https://www.arcgis.com/home/search.html?q=wayback%20imagery%202021-10-13 and NAIP imagery, refer to https://www.arcgis.com/home/item.html?id=d1cd1b03d7f246d5a29597f71820ea5d.

Use a different basemap.
