An SLD (Style Layer Description) file with an MSD-based Web Map Service (WMS) does not honor TextSymbolizer property, which fails to display properly.

Use MXD-based Map/Web Map Service for versions prior to 10.1. For version 10.1, include the PolygonSymbolizer with fill and stroke set to 0 (zero) so that the symbol is 100% transparent.
