An SLD (Style Layer Description) file with an MSD-based Web Map Service (WMS) does not honor TextSymbolizer property, which fails to display properly.

Workaround

Use MXD-based Map/Web Map Service for versions prior to 10.1. For version 10.1, include the PolygonSymbolizer with fill and stroke set to 0 (zero) so that the symbol is 100% transparent. For example:<sld:PolygonSymbolizer> <sld:Fill> <!-- fill states polygons with RGB color "#FFFF00" --> <sld:CssParameter name="fill">#FFFFFF</sld:CssParameter> <sld:CssParameter name="fill-opacity">0</sld:CssParameter> </sld:Fill> <sld:Stroke> <!-- fill states polygons boundary with RGB color "#0000FF"--> <sld:CssParameter name="stroke">#FFFFFF</sld:CssParameter> <sld:CssParameter name="stroke-opacity">0</sld:CssParameter> <sld:CssParameter name="stroke-width">1</sld:CssParameter> </sld:Stroke> </sld:PolygonSymbolizer>
