Additional Information

Duplicate of BUG-000124480: This issue was fixed along with the resolution of BUG-000124480. The geodatabase must be upgraded to 10.8.0/10.8.0.2.5 for fix to take effect.

Workaround

Remove the orphaned locks from the system tables as mentioned in the defect BUG-000110574.
