An offset between layers in a projected coordinate system (PCS) occurs when the same data is published from ArcGIS Pro and added to Portal for ArcGIS as a shapefile.

This issue is not reproducible in ArcGIS Enterprise 11.0 and latest.Workaround
Publish a custom basemap in the 'NAD 1983 StatePlane California III FIPS 0403 US Feet (WKID: 2227)' projected coordinate system. Both of the layers are editable and overlap.
