An offline web map displays unfiltered data when a filter is applied on a feature service in the ArcGIS Online web map and changes are made to the feature by taking the web map offline.

Additional Information

This issue is not reproducible in Collector for ArcGIS 19.1.0 (iOS).

Workaround

Sync the edits and remove the downloaded map in Collector for ArcGIS for the edits to honor the filter in the map.
