Additional Information

This is working as expected and documented. For security purposes, individual services accessed via API keys do not have access to subscription data. When a free tier is reached, or billing is in arrears, the privilege for a given service, or services, is removed.

Workaround

To understand available privileges, usages, and free tier overage, monitor the ArcGIS Location Platform dashboard at https://location.arcgis.com/dashboard/. There are a multitude of tools and user interfaces to help monitor usage and free tiers in near real-time. Refer to https://location.arcgis.com/help/usage/ https://location.arcgis.com/faq/#pricing-exceed-free-tier for more information.
