Additional Information
This is a known limitation.
This is limited to python raster function only. Changing to other build-in raster function won't break this workflow.
For security reasons, we updated where .py files should be placed. arcgis server now only support python raster function with reference .py file in the “well-known home folder”. The following reference has detailed info.
