Bug
An image service published to ArcGIS Server (version 10.7 or higher) does not display the raster image from the REST endpoint when it is published from a mosaic dataset that contains another pre-processing mosaic dataset with a raster function applied to it.

Additional Information
This is a known limitation. This is limited to python raster function only. Changing to other build-in raster function won't break this workflow. For security reasons, we updated where .py files should be placed. arcgis server now only support python raster function with reference .py file in the “well-known home folder”.
